I've never heard of Wax Tailor but will definitely check them out.
There's no one else I can think of like The Avalanches. They're in a league of their own. The closest artist I can think of is Severed Heads' 1985 album Clifford Darling, Please Don't Live in the Past. It's the same sample heavy cut-and-paste approach as the Avalanches but high on the experimental side and low on the dance side. In fact, the first time I heard the Avalanches it immediately made me think of this album.
Lurve Hooverphonic but primarily the first two albums. They kind of lost some of their appeal for me with later albums.
Similar artists I would lump in the first two Hooverphonic CD category (and most were released around the same time as the first two and kind of heavy on dreamy trip hop atmospherics) are:

I'm only familiar with Hooverphonic (from years ago), so I'm assuming these are trip-hop groups? If so, there's another thread on this board with trip-hop suggestions. Also, there's Wikipedia's trip-hop page.
It's also helpful to find maybe a playlist on youtube that features a video or two from one these groups and then see what else is on that playlist. At least, that's how I find new music sometimes.
