How could I make a photo similar to this in Gimp?

I just started using Gimp about a couple months ago and I really wanna know how I can make a picture similar to this one. Can anybody please tell me how I could get the same effect that this picture has? Thanks in advance.

Take your photo of someone with hand on face

Convert to B&W

From then, you select an area and use each of these as appropriate:

Paint
Use levels to change lightness
