I was listening to a panel discussing terrorist attacks (not specifically Islamic) a while back. One of the panelists came up with the following that I thought significant towards explaining what's going on today.
He postulated that Al-Qaida had been too successful on 9/11 and brought down the wrath of the USA on it. Now ISIS and the other terrorist groups are being taught to "chip away at the edges" by making smaller attacks that will eventually lead to high casualty counts plus demoralize and frighten people into changing their way of life. The Nice, Berlin and Columbus, OH truck attacks, the Turkish and Orlando night club shootings, the Boston bombing are examples of "chipping away." No deaths are insignificant if you or a loved one are victims obviously, but none is calculated to create the outrage that 9/11 invoked.
I expect to see them continue until the world is so sick of them that they literally smash those elements, or until we make their innocents as frightened and demoralized as they're trying to make us, which IMO we're too civilized to do especially when the European and certain elements are too intent on defending them as being just the radicalized fringe elements.
