Need to know how to make fake dust and cobwebs

anyone know how to make convincing fake dust and cobwebs while spending as little money as possible? its for a short student film set in an abandoned dining room and i want to make it look convincing. i live in the UK which maybe relevant or may not depending on what items i need to buy. lol please help! XD

Here are some instructions to make a "Webcaster" using a glue gun and an air compressor: http://blog.makezine.com/archive/2008/10/weekend_project_hot_glue.html.
If you have the funds, you can buy one ready to go for around $40.00. As for the dust...that's a tough one. Maybe use colorless talc?
