Movie where kid is kidnapped

I was wondering if you guys could help me. There was a movie that I saw a while(70's or 80's) ago that took place somewhere like Cape Cod or similar. It had a mother that was at home with her kids and one was kidnapped or she thought it drown but come to find out it was kidnapped. The kid is finally found I think at the end in a light house or a big house near a light house.

ON the cover of the movie, its a swingset with I think a red jacket or something like that.

Wait a minute. I already know my fortune, it's partying!

Sounds similar to a British film from 1974 called The Black Windmill

The cover alone sounds very much like Where Are the Children" with the red jacket.
