How do you create DVD case cover art?

Does anyone know?

For example, let's say I purchased an unofficial DVD of a film or series that never got an official release. The person I buy it from naturally sends me only the disc in a sleeve through the mail. But what if I wanted a fan-made DVD box with cover art? Who here knows how to design that sort of thing? It doesn't have to be super awesome, just something with a picture across the cover that relates to the film or whatever, or features a still or graphic from the film in question.

Any help is appreciated. Thanks...

Just download one of those and paste your own artwork into it using the graphics program of your choice.

Hey, thanks a bunch, dude. I feel like an idiot.

So what do I download exactly? A program like Word or Paint that will allow me to use that template? Or do I paste that template into Word or Photoshop and then fill it in? I suppose I then take it to Kinko's or someplace like that to print it out on my paper of choosing..?

Have you any program suggestions that would be most compatible with those templates?

Thanks again...

Paint should be included in your basic Windows OS. I'd normally use Photo Premium, Photoshop would be a bit overkill for something so basic. But yeah, Paint should be quite sufficient for making a basic design. For something like this I'd just Google and download the actual DVD front-cover or the original theatrical poster for the film, then find a couple of screenshots (or even alternate poster designs) for the back cover and just type the film's name in the title field 

My Epson printer came with a program called Expressit that has a pre-made cover art template, on which you can click, drag, rotate and otherwise manipulate artwork you desire via jpegs (that you'll have to create elsewhere via Photoshop or another program), text and logos like the DVD logo. After you've lined these elements up perfectly within the lines and boundaries of the template, when printed, they'll be oriented perfectly on the face, spine and back of the DVD case sleeve from a regular 8-1/2" sheet of paper when cut it appropriately and slide it into the DVD Amaray case. I use Expressit software to create case sleeve art for wedding videos that I produce.

I have been trying my hands at this lately and keep finding myself confused. I've used a number of DVD templates, but they all have a measurement that is different in ratio to actual DVD sleeves. The templates have spaces that are actually longer than an actual DVD sleeve. Even when I line an actual sleeve up to the screen to see if it is the same width as the template on the screen, the height is off a bit.

Do they purposely make one different from the other? I can't get the graphic I've created sized properly if I can't find an equivalent fraction template that is reliable, otherwise everything will be thrown off.

I even tried looking at this, which seemed helpful at first, but then they never provided the proper measurements: http://www.resourcesforlife.com/docs/item7961 - it was all left vague.

Hmmm... I feel somehow this is being made harder than it has to be.

EDIT: Nevermind... I think it might be the horizontal-vertical position settings on my monitor that are throwing things off.
