The very fact that he is still so controversial makes him ideal for a miniseries that would explore his life and personality in detail.
35 years after his death, Spain is still in one piece; 9 years after Tito's death, Yugoslavia began to unravel and explode and eventually cease to exist. What did the Caudillo do right that Field Marshal Tito did not?: that is a question that deserves long and careful consideration.

An answer--not for the entire question, but at least for part of it:
Franco chose a successor--and not just any successor, but instead a descendant of the kings that have reigned in Spain since its unification--, and groomed him for six years.
Tito neither chose nor prepared a successor; instead he left the country in the care of a collegiate rotating presidency in which the presidents of the constituent republics=provinces would take turns serving as Presidents of Yugoslavia for one year. Such an inherently weak and clumsy arrangement was bound to fall apart eventually.
