Because they wear their snot on the outside of their noses to help cool themselves and strengthen their sense of smell.

Sometimes the nose is dry, like when the dog's sleeping. I've noticed it on my dog.

Dogs noses need to be wet to be able to have a keen Sense of smell. It also allows them to hold and track a scent.
