Is There Truly Dust-free Litter?

My cat was treated for a sinus infection a couple months ago. She had been symptom-free for weeks. I thought it was solved, but lately she's been sneezing and had a stuffy nose and snoring.

Every time I clean her litter(Scoop Away), it brings up a dust cloud. I often cough and have eye itching. I started thinking her symptoms might be irritation from the litter. What's it doing to her since she uses it several times a day? I got a corn cob litter thinking it would be better, but it's even worse.

Are there any truly dust-free litters? I want something that kills odor, cleans easily and is affordable, but it shouldn't give her asthma or respiratory infections either.

I've tried many different litters across the years, for various reasons, but I've always noticed all of them seem dusty.

I would imagine a corn-based litter to be indeed very dusty, as dried corn in any form does tend to be a very powdery thing able to create clouds of dust. I buy a corn poultry feed for waterbirds and just scooping that out into bags creates dust and I'm coughing. A make-up company even has a corn-based face powder as one of it's makeup products.

I've heard of cedar chip type litters, maybe those would be better?
