Dog tied on balcony across from me; help.


Okay. I reside in an apartment complex and the building across from me (owned by same management) seems to have gotten a new dog because for the past week or so- I'm noticing that this adorable young pitbull is always tied on the balcony.
Today, because it's my day off- I've noticed that he's been out on balcony, door to apartment closed....all day. It's really pissing me off, how owners get dogs and don't even have the space to take care of him.
I called my crappy animal control and health department answered and said that animal control will be in tommorow morning and to call back.
I'm very anxious to pass this information along to them, because I feel bad for the little fellow. He's just lying there and every now and then, he paws at the door and begins crying. When he notices other dogs being walked by their dog owners, he barks excessively at his peers because he's probably bored to pieces. But other than that, he's a quiet fellow because he only barks when he sees or hears other dogs.
There's no water nor food that I notice. And it's somewhat cool outside, but I still think that is no excuse to keep a dog tied up like that. Am I overreacting?

I woke this morning and what do I hear? A dog barking. So, they put the dog out on the balcony again to spend the whole entire day out. I'm counting down the minutes before animal control opens so I can call them.

Ed for the reply. I actually just called animal control and the man sounded very interested in the situation and said that they're are many violations being violated and summons costing over a 1000 dollars maybe issued.
I took pictures of him yesterday that are time stamped, I just hope the owners get a wake up call and be more responsible.
I feel guilty for calling, but whenever I see the dog out there I'm reassured for what I just did. Every time I see him paw at the door, I feel like jumping over the balcony to cuddle and play with him.

If I wasn't working, I actually would knock on their doors and offer to dogsit him during the day...but unfortunately I can't do that.
Update: So, I called to follow up on the situation, and the man told me, he checked it out and that the dog has food and water and that he's not tied. But I just got off from work, and the dog is tied by the leech on the balcony. Wtf. And it's colder today than it is yesterday. I see how far going through the proper channels gets you. Smh.

I can't understand why someone would get a pet, only to leave it outside all the time. I have known so many people that get puppies and then start leaving them outside and ignoring them because they aren't housebroken. As good animal parents we understand that is our issue and not the puppies. We have to teach them and be consistent.

Any updates? I know how frustrating a situation like that can be. Where I live animal control is unforgivable in their lack of concern. Take care

Yes. Well a few days after I called, I continued to see the dog on the balcony......
I waited the next two days, continued to see the dog on the balcony with the exceptions of nights and I called my management the next morning.....a day or two later...I stopped seeing the dog.
I dunno if it was my phone call to the landlord that did it or if it was because coincidently it began to get cold and the owners opened their eyes....? But whatever the reason, he's not on the balcony no more and that makes me relieved.
