Less Permafrost Ice = More habitable land to build on. This is why most of Eastern Russia is uninhabitable and barren with different ethnic tribes/folks living in sporadic all spots over it.

Not a chance. Dangerous sink holes. Methane bubble explosions. It will be one big swampy mess when the permafrost melts. They won't be able to put their homes anywhere.
