The FBI enforces the laws but date rape isn't one of their top priorities. There are also state charges for rape. Date rape is harder to prove since the two people know each other and it's a he said-she said situation. The lady didn't even call it a rape for the longest time and she even now prefers to call it an assault. She should have reported it but she did not. She apparently never said no and he even thanked her. This is a weird situation where they were making out and she was probably stunned when he made his big move.

shareI think it's possible she froze due to the sudden escalation. She was happy at second base but he decided to suddenly go for the score. The psychologist noted that the usual reaction to trauma is fight or flight but freezing is an option when the victim feels helpless.
