Police reform is needed. Most of their 21-week(average) training is on defensive tactics and firearms. But, they deal mainly with traffic, medical calls, accidentally tripped burglar alarms, arguments and the like. Crime is only 1-7% of an officer's time.
If a person is having a mental breakdown, cops arrive with a militarized mentality and armed with a baton, Taser, firearm to kill. They're not trained for that situation. A social worker or psychologist is trained.
I used to work where there were many homeless people sleeping near a bus depot. During lunch I would see the cops harass and chase them away. They returned later. Same thing everyday. That situation needed social workers helping them with housing and any mental, financial and/or drug treatment needed - not police. Do you understand? BTW, the police lied and said on the TV news that they never approached them.
