shareI don't have time to explain all of my rankings for now, but I will elaborate on them on another time.
Maleficent
Ursula - I love Ursula! Pat Carroll knocked it out of the park with her vocal performance. She was wonderfully at making deals with Ariel, King Triton, and the merpeople that played to her advantage. Thanks to the writing, there is a balance between her character being camp and fiercely menacing as seen in the climax. Last but not least, "Poor Unfortunate Souls" is a memorable villain song.
Madame Tremaine
Cruella De Vil
Yzma - She is one of Disney's best over-the-top and comedic villainess due to large part to the late Eartha Kitt's sultry voice and Dale Baer's animation team. While her scheme to kill Kuzco and take over the kingdom seems routine (as Scar tried to do the same), nevertheless she is a fun villain.
Madame Medusa / Mother Gothel - These villains are almost the same. They hold an innocent girl captive for their own greed-driven purposes. I believe Medusa was the most dangerous of the two since she carried a shotgun and had alligators for minions. Medusa was wonderfully animated by the great Milt Kahl and Geraldine Page was perfectly menacing behind the microphone.
On the other hand, Gothel was better at keeping Rapunzel in their tower. She was very theatrical and I do enjoy "Mother Knows Best" and its reprise which was hauntingly sung by Donna Murphy. And while she was very manipulative mentally and physically, there were scenes in which hint she actually cares for Rapunzel. However, she was stupid to not change Rapunzel's birthday and other to stay young forever, there was not much a larger goal she was trying to obtain...not there is anything wrong with that.
The Evil Queen (from Snow White)
The Queen of Hearts - She is a minor villain that appears in the last chapter of Alice in Wonderland, and a rather comedic one. The fact she has an obsession with cutting off people's heads adds an element of menace to her character, but she comes too late in the film and her only goal was to chop off Alice's head. Verna Felton did do a good job at capturing the Queen's boisterousness.
Madam Mim - Again, she is a rather minor villain at best since her screentime is rather limited and does not play into the larger narrative. Her song is not memorable, but she does have powers that are just as equal to Merlin which makes her a threat.
I'm not sure if you count the stepsisters Drizella and Anastasia (although the latter reformed in the sequels), or Si and Am as villains.
