Cartoons should ever be rebooted?
Including classic ones, including bad classic ones that fans love because its part of childhood.

I would say how bet you are talking about, I don't know if there will be too many people that would want to see a reboot of Home on the Range, Chicken Little, or The Trumpet of the Swan.

I'm kind of interested in the Muppet Babies reboot that's due in 2018. It might not be as good as the Muppet Babies getting DVD releases, but I might give it a try.

Does reboot mean the same thing as remake?

Some popular anime series are remakes, for example
Fullmetal Alchemist: Brotherhood
Hunter x Hunter (2011)
Hellsing Ultimate
Space Battleship Yamato 2199
JoJo's Bizarre Adventure (2012)
Glass Mask (2005)
Kanon (2006)

I think most of these are considered better than the originals, so I guess it's good that they got remade (but I haven't seen any of them myself).

I don't care, depending on the cartoon. I mean, I was kind of supporting The Magic School Bus reboot, but there hasn't been an update on it since it's been announced.

Depends on how they do it. I thought Scooby-Doo: Mystery Incorporated was a fantastic update on the characters. Easily my favorite incarnation of Scooby-Doo.

And I am looking forward to the remake of Ducktales.

The main reason Fullmetal Alchemist Brotherhood and HunterXHunter 2011 are consider good if not better then their originals because unlike the first anime based on them, they followed more closely to the manga (especially in Fullmetal Alchemist's case since the first anime followed the story for a while then changed into anime original mainly due to the manga not being finished like it was when Brotherhood aired)

While I do like a couple of the cartoon remakes of batman and Spider-Man I've never been a big fan of remakes 99% of the time because sometimes some stuff is better off left alone and sometimes the ending for something is good enough before it gets remade and becomes the family guy, spongebob, fairly odd parents of something where it is better off ending when it did or should have
