I'm probably going to get flack for this, but I think that when he came up with this, he was genuinely just making excuses for the fact that the science fiction field at the time simply had lower standards than mainstream literature.
While I agree with him that the best 10% of science fiction in the early 1950's could have probably stood toe to toe with the best "literary" fiction, most of the "crud" in mainstream writing was hands down better than what editors in SF circles were letting through.
This all started to change when the New Wave in the late 50's through the 70's brought more mature and daring sensibilities to science fiction. Now I'd say Sturgeon's Law holds true. But not really when he coined the term.

I find that Sturgeon's Law is applicable to many other fields, e.g. pop music, Hollywood films, television, modern art, comic books etc.
