Christmas Movie of early 70s - late 60s

This was a movie I saw in the theaters as a kid. The trailer of this evil black dressed guy ripping off a Christmas banner and stomping on it while he laughed made my cry. There's Santa Claus telling this man that there will be no Christmas this year because of this evil miser and it all takes place in a village, but the key thing I'll always remember was this banner coming down and getting stomped on. Can anyone remember the name of this film?

I believe the movie to which you're referrring is called THE CHRISTMAS THAT ALMOST WASN'T starring Rosanno Brazzi.
