Please help me to identify this comedy

I am trying to find out the title of a comedy. I think it is a movie of the 1990s, most probably a USA production. It plays in a desert town which looks like a cowboy western town but it plays in the present and not 150 years ago. So it is not really a Western. A young, good looking man with fighting skills comes in a town which is in some way controlled and the hero tries to free it. There are funny fighting scenes in saloons and the hero has sex affairs with 2 women who are sisters or at least girl friends. Once the man can be seen naked (not really by the audience) through a window by ladies. I think this happens when he gets up and feels unobserved when he stands before a window. Unfortunately this is all I can remember but maybe someone knows which film I am talking about.
It is not really a top movie, maybe a B movie but I laughed a lot when I saw it on TV some years ago. I would estimate its IMDB rating around 4 or 5 if you know what I mean.
I am thankful for every hint.

Seems as though "the man can be seen naked" is the easiest thing to remember about any given film.

Would this by any chance be "The Villain" (1979) ?

On second thought, maybe not because nobody in that cast seen naked would probably be the thing to remember about this fun neo-Western Comedy.

That sounds a lot like "Desert Heat" with jon(jean?) claude van Dam. a very funny and entertaining movie.
The two girls would be two strippers(kinda) that he saves from the biker bar ,he gets seen naked while having sex with said girls, by an old lady that was spying on them thru a window. the bar was owned by the outlaw biker gang that has the town in its grip, town ruled by a Meth kingpin. lots of funny one liners, fight scenes , etc.
As If!!
