... the script is allowed to build the plot out of sketches rather than a story? Assuming it's a comedy, or course.

Sketches are short comic scenes, but unrelated to one another. AMERICAN GRAFFITI has a bunch of characters and subplots, but they're all related. Not to mention that we see pieces of each one throughout the movie; they're not shown in their entirety one at a time.
