Trying to find a film

I'm trying to find this film.

1930-40ish

Likely a B movie.

I don't think had any big named actors.

It's about a unlicensed doctor who takes a job in a hospital/school for problem girls while waiting for his license to be reinstated. The actual doctor on site is an alcoholic and frequently drunk.

Unlicensed doctor figures out something nefarious is going on. He's threatened with being reported for practicing medicine without a license by the bad guys. Which are led by a woman who works there.

He figures out they're trying to pass off a inmate girl as the heiress daughter of deceased millionaire. She'd been married to one of the bad guys. They're going to claim the money and then kill off the fake girl so her husband will inherit it. The actual heiress is actually dead. Predeceasing her father.
