Dubbing made intentionally bad these days?

I noticed that after Sony Pictures released Godzilla (1998) they finally (quickly) dubbed all the Gordzilla movies that they had been sitting on for the past decade which were all done with inferior voice acting than you'd find in the Australian/Hong Kong English dubs you would have found of earlier Godzilla films. My hypothesis was that it was to make the Japanese movies look stupider so the new Emmerich movie would come off better. Since the late 90's however, it seems like bad English dubs have pretty much crystalized and standardized to always have this artificial style to the acting and hardly seem to try to match the lip movements. Does anyone have other ideas on why English dubbing of foreign films is usually so awful these days? I'm guessing that a lot of it has to do with the English dubbing focused in Rome for so many decades and that it's shifted from the place of production (Europe) to the place of distribution/consumption (America), so the motivation to create better quality dubbing isn't there since they're less connected to the films they are dubbing.
