Name this video game: Dust as Magic/Sadist Mages?

Hello everyone. I'm looking for the name of this RPG game with all these factions.
-One includes a group of mages that get their power from pain
- another involves a group called the Rovers

The game also uses "Dust" as currency.
If anyone knows the name, please reply?
