I recall seeing some of bizarre 1970s movie which featured a scene of a man (the main character I believe) arriving at a large and crowded waiting room. After a while this other man who seemed to be a lunatic, removes the main characters shoe's, socks and started to smack his bare feet. "Help his smacking my feet" the main character protested to who ever was in charge of the waiting area. I can't remember anything more about the movie and I'm sure the movie was probably pretty bad, but I'm never the less I'm still curious whether it sounds familiar to anyone.

This sounds like Monthy Python humour, and sure enough I've found an episode of "Fawlty Towers" (S01E06), in which one of the main characters goes to a hospital with an ingrown toenail. I know it's not a movie, but it's from the 70's.

I don't think so. I'm pretty sure it was lesser known and slightly bizarre American movie from the 70s. So probably not 'One Flew Over the Cuckoo's Nest' but more of dark comedy that touched on mental illness (in that scene anyway).
