Early 2000's horror movie (SOLVED)

Ok, so I saw this around 2002 so I think it's possible that this film came out in either 2000 or 2001. I'm pretty sure it was straight to video but I could be wrong on that.

Anyway, it was pretty much a "be careful what you wish for" type of movie where the teenage boy finds some old guy who can grant him wishes, one being the girl he fancies to actually fancy him back which eventually happens. As usual there were some side effects to it and people ended up dying.

I remember one of the death scenes involved the bully of the teenage boy being buried up to his neck and having this guy in a black robe bowling his head off. Later in in the finale the teenage boy almost beats on the guy in the robe saying something like "I'm bigger and stronger than you" to which the guy in the robe overcomes him and kicks his ass saying "bigger, stronger but not smarter".

That's all I can remember, it was pretty silly but I still want to know the name of the movie. Any help would be appreciated.

EDIT: It's not any of the Wishmaster movies. Although I have a slight hunch it has a similar title i.e. something with wish or master in it.
