I remember a movie where a girl from a rural area visits a city (Manhattan?). Possibly visiting an older relative. She sees a homeless person lying on the sidewalk and thinks they fell and stops to see if they're okay. Their relative pulls them away and says something like: "No, no, no we don't do that." The naive girl is very confused.

I'm really not certain. It could be from the '90s. Or maybe the '80s or 2000s. A 30 to 40 year window isn't very helpful. The only thing that I'm certain of, is a young naive girl visits the city for the first time and sees a homeless person lying in the street and stops to help, thinking they fell down.
It's possible it's Manhattan.
It's possible she just arrived through the port authority bus terminal.
It's possible she ran away from home.
It's possible her aunt meets her at the bus station.
It's possible the person who pulls her away from the homeless man was not her relative but her relative's friend.
It's possible this was a TV episode rather than a movie.
