This appears to be from the TV Movie 'In The Line Of Duty: Ambush In Waco' (1993) about the Branch Davidian's standoff/mass suicide in 1993.

Here's a clip of the trailer, I've timestamped it to about the point where you can see the part where the sniper on top of the tower is shot:
