This would be a 70s or early 80s movie. It had an After School special feel to it. Some kids put a kid in a large tire to initiate/haze him. When he reaches the bottom he asks if he may do it again.

Kids roll down a hill in a tire in To Kill a Mockingbird (1962). I know that's not what you're looking for but maybe the two have a common keyword if there's a special term for that.
I'd look myself but I have something I have to do in three minutes and won't be in front of a computer again for close to 2 hours.
EDIT Well, "rolling in a tire" is a keyword in the list for To Kill a Mockingbird (1962), but unfortunately that appears to be the only production with that keyword.
It was done in an Our Gang/Little Rascals short also.
