Definitely a period piece. The tribals in the movie were asian or south american with like a goofy looking bowl haircut, but I think the main characters were white. It ended with a big fight, and the villain was dressed in all black. That's all I remember.

okay... wild stab here...

The haircut makes me think South American. There was a long story line in Da Vinci's Demons that took place in Machu Picchu and one of the European characters wore black a lot and one of the Incan characters was painted black.

some of this reminds me of "The Mission (1986)", but i do not recall an amputation.

No, neither of those. The Mission I actually saw a few years ago, and as it started I thought I'd finally found it, but the scene never came. But the tribals in the one I'm looking for looked a lot like the ones in The Mission.

Robin Hood: Prince of Thieves (1991) - very early on there is a scene where crusaders are tortured by Turks and a hand is cut off with a sword and a further hand amputation is decreed by judgement. I forget what hair style the Turks have in the film.
